Reversed, the Two of Wands is planning that's gotten stuck in its head. You've made the spreadsheet, you've considered the angles; you haven't moved. The card reversed says it's time to step off the rampart.

It can also point to fear of leaving the familiar. The Two reversed asks what the comfortable place is costing you.
